Overview
The Olympian Council spans several epic scenes and shows divine rule working in story rather than claiming that ancient Greece possessed a fixed divine constitution. Iliad 1 turns a private petition into conflict between Zeus and Hera before Hephaestus mediates. Odyssey 1 and 5 have Athena raise Odysseus's return before the gods and Zeus formulate and delegate the decision. Absence, opposition and unequal power remain visible, so order never means permanent harmony or unanimity.
